The Game Master (GM) controls the story and makes the rules. Well, I mean, he uses the rules of the system, but any interpretation of the rules must be decided by the GM.

Anything NOT covered in the rules is up to the discretion of the GM.

More importantly, the GM is the narrator of the storyline, whereas the players are the actors.

The GM also controls all the Non-Player Characters (NPCs)
