Perne Salhana is a Paladin Veteran, one of the right hand men of Commander Breakbone of the Order of the Gauntlet, who led the party to the lost temple of Tamoachan (mistaking it as Omu).
He is only in Chult to attempt to rid the world of the Death Curse.

Withers
Withers works for Acerak, and is detailed on page 145 of Tomb of Annihilation, in the section titled “Withers' Office.” This is where you'll find his description and role within the tomb.
He's a level 9 spellcasting wight, and requires silver weapon attacks.
Eemmaat has been bringing abducted dwarves to Withers for conversion into Tomb Dwarves. In their eerie surroundings, the faint scraping of tomb dwarves working in the background can be heard in the darkness.

Lord silverhand is the Open Lord of Waterdeep.
Cassalanter
Ammalia and Victoro Cassalanters, facing imminent bankruptcy, struck a deal with Asmodeus whose cult they now must secretly lead. See WDH p115. They are desperate to find Golorr so they can “pay off” Asmodeus with the treasure and save their twin children who are about to become his victims at their birthday.
Renaer
Renaer Neverember is a nobleman, son of the former Open Lord of Waterdeep, Dagult Neverember who was succeeded by Laeral Silverhand. Dagult is now Lord Protector of Neverwinter.
Renaer's mother died in his youth, bequeathing her riches entirely to Renaer, much to the chagrin of Dagult, and leading to their deepening estrangement, with Dagult gradually abandoned the Neverember estates and holdings, and his lordly duties in Waterdeep, in favor of his new schemes and enterprises in Neverwinter (his hometown), resulting in his expulsion from Waterdeep by the Masked Lords.
Renaer, deigned to leave Waterdeep, and purchased Brandarthall (formerly Phylund house) as his personal residence. He retains much ancestral wealth, including several businesses and a “summer estate” on the isle of Mintarn.
Brandarthall (now known mainly as “Renaer's party place”) is a fine four-story residence in the Sea Ward. His friends have an open invitation to use the house as they please and there is a party every night, but Renaer spends much of his free time out and about in various taverns.
Renaer is a member of the Harpers. He is talented at impressions, particularly with his voice. He collects books and is very well read in history and local lore.

Lione is a popular bard, but not for his musical skills. His prodigious lyricism often proves useful in documentation.
Xanathar
The Xanathar guild is organized crime, basically the Mafia. They suffer from despotic and unpredictable leadership.
Xanathar wants the stone of Golorr but has no idea who has it now.
Xanathar is not yet, but will become the target of Esme's vengeance for the assassination of her father.
Krentz
Krentz is a Human Thug who leads a small group of bandits for the Xanathar Guild,
He is easily identified by the large blue and yellow tattoos of eyes on his bald head.
He is Esme's secret lover (and cousin)

Davil Starsong - (see DH p 198-199) is Master Of Opportunities (HR, Business Development) for the Zhentarim. He slowly and cautiously cultivates opportunities and is not one to give away information quickly.
Yagra is Davil's bodyguard.

Yagra Strongfist is a lovely half-orc Zhentarim agent. She's a Thug plus half orc racial abilities, Relentless Endurance and darkvision. See WDH page 20.
As the personal bodyguard for Davil Starsong (WDH p198), she is actually quite high level in the guild, and privvy to a lot of top secret info, though lacking some detail. Her job causes her to seldom stray from the YP, since she must keep an eye on Davil.
She will easily refer interested parties to speak to Davil about Zhentarim recruitment opportunities.
She is in love with Lakdorf
Urstul Floxin
Urstul Floxin is the Zhentarim regional director. His headquarters are in the villa of the Gralhund family. He is spearheading a search for the Stone of Golorr.

The Dragonborn aristocracy of Tymanther is the homeland of Malmac.
Hama
Malmac seeks Hama Pashar, one of Nadaar’s Party who was recently known to have been in Waterdeep. Hama Pashar has come to search for Nadaar because she beleives he has entered undermountain. (He left her a clue, knowing her honor would demand she track him, but he built in delays into the clues to give himself a headstart)
Nadaar
Malmac's mentor, Nadaar is seeking Urtos III having become enamored with the tale of lycanthrope and immortality.
Many years ago, Nadaar visited the Phylund Lodge and has been slowly investigating the family lore. He managed to uncover a map which led him to the secret river passage and into Undermountain(level 3, DOTMM p45 waterfall dumps just upstream of loc 16b. He left the gnolls intact to reduce the chances of being follyby anyone else.
Hama or Malmac will eventually find Nadaar who is on the verge of finding Urtos's secret

Aboleth League
All the Aboleths are searching for Prince Golorr so they can set him free.
Golorr
Backstory
Golorr is an Aboleth prince - the son of Queen Oothoon. Long ago (Aboleths do not keep track of time), he was in the wrong place at the wrong time, and a powerful wizard sensing his telepathic powers, transformed him into a device for controlling memories. The form of the device is a small smooth stone with three eyes. The ritual involved several enchantment components, including “confusion”, which prevents Golorr from thinking clearly and a form of “compulsion” that keeps him aware of a specific “injected fact”.
Golorr's fate was unknown, but his family has searched for him, and does so to this day.
The stone changed hands and was used for various nefarious and sometimes illogical purposes which did not help Golorr's mental stability. The personality flaws and foibles of each user were Golorr's only outside contact aside from his own troubled mind, and thus over time he began to regard them as valued parts of his psyche. Each consecutive user who contacted Golorr became slightly more effected by his clouded and chaotic psychic trauma. Golorr subconsciously longs to escape his enchantment, so users also become overcome with a need to escape from some unknown subconscious state.
Recent events
A few years ago, Dagult Neverember used the stone to hide the location of a massive hoard of gold embezzled from the economy of Waterdeep.
The stone has recently been the subject of a string of thefts. Xanathar managed to get it at one point, but Dagult hired Dalakhar to steal it back from Xanathar. Dalakhar then failed to report back to Dagult and has not been seen since.

Effects and Usage
By meditating on The “Stone of Golorr”, the user's subconscious joins with the aboleth's memory in a similar way as the Legend Lore spell. This allows a user to “inject” or “read” a specific fact.
However, when skin contact is broken, this knowledge fades like a dream and all knowledge of the stone or Golorr himself is taken with it - wiped from the character's memory. The character can describe the dream-like information to his companions only while still holding the stone, immediately after the meditation.
Trapped inside the stone, Golorr wishes to return to his Aboleth form and to his family. The other Aboleth's seek to rescue Golorr from his curse. Because of his obsession with freedom, the dream state will almost always contain partial information to this end, but also to the recent string of thefts and passing along to many holders. If the stone holder rejects Golorr's pleas, he may attempt to seize control (possess) the holder, or cause them psychic damage.
Currently, Golorr holds the knowledge of the location of the Vault of Dragons containing a treasure embezzled by Dagult Neverember when he was Open Lord of Waterdeep. Characters can only find this out by focused meditation on this particular subject, essentially “asking the right question”. (Currently, the party has no inkling of this plot line). However, Golorr will vaguely refer to his recent string of thefts.
Freeing Golorr
Golorr can possibly be freed from the stone using an Antipathy spell cast at level 8 or higher, which subconsciously overrides other conditioning. However, if Golorr were freed in this way, it would likely go berserk and attack any nearby creatures.
Golorr wishes to avenge his capture, but he does not know how he came to be imprisoned in the stone. He remembers only that the perpetrators were dwarves. This has been the only thought he has managed to leak out to his brother Eemmaat from across space. Slowly, Eemmaat came to a gradual realization that dwarves are behind his brother's dissappearance. He mercilesly seeks to interrogate all of dwarf-kind.
Eemmaat
Eemmaat is an Aboleth, brother of Golorr and son of queen Oothoon. He is in chult, trying to track down Golorr
The party briefly ran into them en route to Chult and will meet again in in ToA “Tomb of the Nine Gods” level 5 (Gears of Hate) on p174 (ToA refers to him as G'lyh'rul) as he is searching through subterranean waterways in his quest for Golorr
Eemmaat is responsible for the abduction of dwarves from Hrakhamar. He takes them to Withers in the Tomb of Annihilation. Withers is a former Omuan priest who serves the lich Acererak. Withers performs a ritual that transforms the remains of dead dwarves into these undead Tomb Dwarves (wights with axes), who then maintain and expand the tomb and reset the traps within the tomb.
Gods
Atropol
A disgusting half formed fetal god. He is the aborted offspring of Asmodeus and Istus, whom he hates and has vowed to destroy.
Acerak the Lich foolishly believes he can control Atropol and is trying to raise it.
If Atropal reaches a certain strength, Asmodeus and Istus will become aware (and annoyed) of his presence.
Asmodeus
Ender & Calcifer have some sort of deal with Asmodeus. Calcifer was sent by Asmodeus to corrupt Ender, but the plan backfired, though Asmodeus may not know this. In any case, Calcifer will automatically return to the material plane if he dies, as he is not supposed to be resting in hell, but out working.
Asmodeus and Istus are the parents of Atropal
Asmodeus is connected to the Waterdeep Dragon Heist by way of Ammalia and Victoro Cassalanter who, facing imminent bankruptcy, struck a deal with him. Asmodeus will take possession of the Cassalanter twins upon their upcoming twelfth bithday (unless their parents can bribe him with uncountable wealth (which they currently do not have (which is why they seek the stone of Golorr)))
