This activity is officially condoned (quietly) as an economic boon.

A small subset of burglars target mainly the wealthy citizenry.
These stolen goods are risky to sell in town and thus fuel long distance trade

However, such targets are variable risk due to the whimsy of influence

Theives and rogues must pay respect and dues to the clan. Failure to abide leads to exile or possibly assassination
Depending on circumstances, [[the Spears]] may or may not get involved to assist the Rabbit Clan

Prostitution doesn't exist because all citizens are free to make any economic and social arrangements they desire. Hook-ups can be found in any tavern but may result in robbery,
Whether clan members or not.
[[The Spears]] turn a blind eye to such robbery

Drugs are not illegal, but are seen as natural and useful. They can be purchased at an apothecary, herbalist or farmers market
